저 같은 경우 appcompat 종속성 버전을 1.0.0에서 1.2.0으로 올려 문제가 해결되었습니다.
implementation 'androidx.appcompat:appcompat:1.2.0'P.S Activity가 AppCompatActivity가 아닌 FragmentActivity나 Activity를 상속받고 있는 경우에도 동작을 안하더군요!
